I actually liked the dumb remake, don't know about a direct to DVD sequel though:

Universal Home Video has announced DVD and Blu-ray releases of Death Race 2 for January 18th. Extras will include an audio commentary with director Roel Reiné, 3 featurettes ("The Race Begins: The Evolution of the Death Race", "Cheating Death: The Stunts of Death Race 2", "Fast Cars and Firearms: The Cars of Death Race 2"), a Deleted Shots Montage with director intro, and deleted scenes with director intro. We've attached the official package artwork for each of the releases below:

The remake wan't completly awful, but direct to DVD sequels are almost always half the quality of the first flick.

I honestly can't remember the ending to the remake; but doesn't the whole Death Race operation get shut down? If so then it's a safe bet that it'll definitely be a prequel. Which means there is little to no chance of this being good.

Also, I think it's pretty retarded that there is a rated and an unrated version on the disc. It's understandable when they do it with movies that had a theatrical run; but why would they have to cut anything out on a direct to DVD release?
